Margaret “Maggie” Talbot Bulkin has never been one to sit on the sidelines and let others do the work. Even years ago, when she was mistakenly appointed to the Lodi Planning Commission, she stayed on for eight years, becoming an expert in the California Quality Environmental Act.

So when she became a member of the Kiwanis of Greater Lodi last year, she right away raised her hand to volunteer as their historian.
