The Lodi Police Department held its annual awards ceremony last week. Department employees, volunteers and members of the community were recognized for their contributions this past year or over the course of their careers.

The Lodi Police Department announced on its Facebook page late
Saturday that Ray Samuels, who served as interim chief of police
before current Police Chief Mark Helms took over, has died. He was
in his late 50s.

Flanked by family members and fellow law enforcement officers
from around the state, Mark Helms was sworn in as chief of the Lodi
Police Department on Thursday afternoon. Helms, who was hired from
the Stockton Police Department in July, officially began working
for Lodi on Monday.

In a 3 to 1 vote, the Lodi City Council approved a contract with
Helms, a Tokay High School graduate, on Wednesday night.
It is the first time in at least four decades the city is hiring
a new police chief from outside the department.

For the first time in more than four decades, a new Lodi police
chief is being hired from outside the department.
Capt. Mark Helms of the Stockton Police Department will be
Lodi's next chief, Lodi City Manager Rad Bartlam announced
"It's a privilege for me to be able to hire someone with Captain
Helms' caliber and depth of experience. He has all the
qualifications we were looking for in a chief and more," Bartlam
stated in a news release.

Lodi's interim police chief, Ray Samuels, has a long and varied
career in law enforcement that includes patrolling the streets of
Vallejo, working as an officer in Concord and serving as chief in
the city of Newark, a position from which he retired.
In Lodi, he will oversee the department only until a permanent
chief is selected in the coming months. During his stint thus far,
the 57-year-old Samuels has earned praise as a stabilizing
influence in the department.
Samuels on Wednesday sat down with News-Sentinel Editor Rich
Hanner and reporter Jordan Guinn to talk about a variety of topics,
from the economic pressures facing police departments to the use of
technology to solve crimes. This is a lightly edited version of the

For the first time, a Lodi citizen was honored for wearing her
seatbelt at the Lodi Police Department’s yearly awards.
Lodi resident Marcella Wheat was honored along with seven
officers, staff members and volunteers. Cpl. Sierra Brucia was also
promoted to the sergeant position, and his four-year-old son Kellen
pinned the badge on his uniform.
