Joe Petersen is leaving the North San Joaquin Water Conservation District board, and Tom Flinn, former county public works director, was appointed Thursday night to replace him.
Director Joe Valente took on the position of board president.
Petersen said he has done what he wanted to with the district. It is now politically stable and in the black financially, goals Petersen outlined at the beginning of his term two years ago, he said.

Hugh Scanlon has stepped forward as the new president of the
North San Joaquin Water Conservation District board of directors.
Scanlon replaces former president Bryan Pilkington, who resigned as

After missing a second consecutive district meeting without
notifying directors he would be absent, the remaining four
directors voted 3-1 on Wednesday evening to consider appointing a
new chairman at the next meeting. Director Marden Wilbur voted
against the motion.

awarded a $300,000 grant for a surface water project and may need
to turn to the law firm it fired to help it collect the money.

Fed up that items they want to discuss haven't ended up on any
recent meeting agendas, two directors of a local water district
approved a series of actionable items to be discussed at the
board's next meeting. The move was just one of several swipes at
the board's absent chairman during Tuesday's public meeting.

It was not a good water district meeting for Bryan
During Thursday's board session, he was threatened with
impeachment. Then a private investigator railed at him for
allegedly mishandling the hiring of a legal firm. A fellow board
member lashed Pilkington for filing a motion that might deprive the
district of its water right.
For several years, Pilkington has been a critic of the North San
Joaquin Water Conservation District. He was elected to the board in
2008 and named board chairman late in 2010. He now finds himself
fending off heated complaints — while he is recovering from heart

Despite meeting for more than three hours Thursday night, the
board of directors for the North San Joaquin Water Conservation
District walked away from the session without any specifics on how
it would generate new revenue. However, one board member called on
his fellow constituents to each bring 100 acres of land not
currently using district water into the system in the coming
