A former local chef who led an effort to reduce gang violence in the mid-2000s was arrested Wednesday for inappropriate sexual conduct with a 16-year-old minor, Lodi Police stated in a news release.

Police this week issued 22 citations during an ambitious round of inspections at Lodi massage parlors.
Nine massage parlors were visited Wednesday by four teams consisting of four Lodi police officers and detectives each, said Detective Hettie Schaeffer of the Lodi Police Department.
The goal of the inspections was to update the police department’s list of technicians and owners for each location and determine if any Lodi municipal codes were being violated, said Lt. Chris Piombo of the Lodi Police Department.
Of the 22 alleged violations, five of them were for improper attire.

Hettie Schaeffer grew up around Placerville and Tahoe and was
very athletic, spending her time snowboarding, skiing and horseback
riding. As a young adult, she ventured into the world of make-up
artistry and fashion, but it wasn't until a she applied to a police

Two vehicles were punctured by a hail of bullets shortly after 6
p.m. on the 300 block of Maple Street. While it could be a result
of gang activity, the incident does not appear to be related to the
other shootings in the area this week, said Detective Hettie

The shooting of a Hispanic male juvenile Tuesday on Lodi’s
Eastside is likely the latest event in a rash of gang-related
attacks in the area this week, Lodi Police officers said.
Sunday night in Lodi saw separate evening shootings about three
miles from each other in less than two hours. Both assaults sent
victims with alleged Norteño affiliations to local hospitals.
In Thornton — an area with a strong Sureño influence — a
30-year-old man was shot Monday evening as he walked down the
street with his uncle. He was transported by REACH air ambulance to
a Sacramento hospital for a gunshot wound to his left shoulder.

Street on Monday morning is not an isolated incident. Like other

Lt. Chris Piombo had seen enough. The veteran Lodi Police
lieutenant and occasional News-Sentinel contributor had the type of
sexual assault case come through his unit that he'd seen too many
times before: an adult male suspected of having sexual relations
with a teenage girl. This time it was 21-year-old Arturo Garcia,
who was arrested in November for allegedly having unlawful sex with
a 14-year-old girl — for the second time in 19 months.

For a while Tuesday, it looked like it might be a major bust: a
couple pounds of meth and dozens of marijuana plants. But the bust
deflated when the meth turned out to be crystallized deodorizer and
the pot plants turned out to be legal.
