For board members of the North San Joaquin Water Conservation
District, the next 30 days will feature a firestorm of tasks and
meetings. Although the board did not adopt a budget or determine
any avenues for generating revenue at Monday’s meeting, directors
did agree to hold meetings more often and will look to work with
private investors to use more surface water. In comparison to most
district sessions, Monday’s meeting was a subdued and didn’t
contain multiple outbursts and heated exchanges.

No action was taken by the board of directors at a closed
session for the North San Joaquin Water Conservation District on
Friday. Although all five directors were present, no action was
taken on agenda items during the closed session, said Karna
Harrigfeld, an attorney with Herum Crabtree, who acts as legal
counsel for the district.

A closed meeting that was to be held Friday for the North San
Joaquin Water Conservation District did not take place because not
enough board members were present for a quorum, said board member
Mark Beck in a telephone call to the News-Sentinel.

will meet today in a closed session to discuss public employee
discipline, dismissal and release. In a letter sent to the
News-Sentinel, district manager Ed Steffani said he is the focus of
the session and will not attend.

Verbal altercations, people speaking out of turn and audience
members sitting on the floor were common sights during a densely
populated meeting for the North San Joaquin Water Conservation
District board on Tuesday evening. The two-hour session featured
several outbursts and ultimately ended before all items on the
agenda were addressed. The board also decided to wait to approve
its operating budget for 2011 until the next meeting.

Editor: How low can Ed Steffani and Pete Weinzheimer go? It
appears they are trying to politically blackmail the San Joaquin
Water District Board into removing Bryan Pilkington as board
president and replacing him with Beck or Petersen (not Wilber or
Scanlon). If Steffani and Weinzheimer had been doing a reasonably
good job, Bryan Pilkington, who was until this last election the
only elected board member, would not have had the support of “We
the People” and be the board president.

Two prominent North San Joaquin Water Conservation District
employees are threatening to quit unless its board of directors
appoints a new president. The district’s water master, Pete
Weinzheimer, and general manager Ed Steffani announced in a Letter
to the Editor published in Saturday’s News-Sentinel that they would
resign from their respective positions unless board president Bryan
Pilkington is removed as leader.

We write today to announce and explain our resignations from the
North San Joaquin Water Conservation District. (Ed Steffani, 78, is
part-time manager, employed for 11 years. Pete Weinzheimer, 74, is
full-time water master, employed by the district for 35 years.)
We'll continue for a short time to organize files, move equipment
and operate the Cal Fed recharge project.
