Wally Sandelin, director of Lodi’s Public Works department, took issue with my letter of Nov. 12 (Mr. Sandelins’ response, “Lodi residents are not subsidizing new developments’ obligations to pay for impacts to the city’s infrastructure”).

Mr. Sandelin never gave an explanation of how development would reimburse the city for impacts to the city’s infrastructure.

The wastewater treatment plant expansion included millions of dollars that added redundant capacity to the sewer plant for future development.

This redundant capacity cost millions, and is a debt development owes. It can’t be repaid when there’s a reduction of developer impact fees.

The city manager’s argument for reducing impact fees was to stimulate the economy and put people back to work.
