Is Galt violating wastewater discharges?
The Regional Water Control Board fines the city of Galt. The
complaint charges the city of Galt with civil liabilities which
represent the sum of accrued mandatory minimum penalties of $3,000
per violation, and the accumulations total $108,000!
More than half of the violations, all but one occurring after
January 2005, are a result of sediment originating in the
wastewater storage reservoir. Elevated concentrations of wastewater
solids began to occur following the expansion and modification of
the storage reservoir, which was completed in 2005.
The city modified the Effluent Storage Reservoir Pond to
increase the available storage volume, to accommodate additional
home building. In May 2005, the prior Public Works director gave
notice he was leaving the city - there was a conflict in management
procedures between the prior council under the leadership of Darryl
Clare.
Work is underway to install a bypass pipeline, bypassing the
storage reservoir. Utility rates will continue to pay for permit
violations until the bypass pipeline is completed with full
compliance, expected by May 1.
