Eavesdropping on Lodi City Council backroom conversation:

City manager: “We need to raise the water and wastewater rates to pay for upgrades.”

Council member: “We can’t do that before an election.”

City manager: “We will do it gradually at 3 percent a year at least through 2019. That way it will appear minimal. I’ll have the city clerk put together some Prop. 218 nonsense and add hard-to-read charts. We will make it official-looking and label them exhibits. The hearing date will be at least a month from now during the holiday rush, so most will forget or not be able to attend. How does that sound?”

Council member: “Great. You have always done such a good job of not letting the public know what is going on. That’s the way we like it. By the way, good planning by setting the one leaf pickup date well beyond any leaves on the trees.”
