How much money does city of Lodi make from late charges?

It seems to me that the Lodi Electric Utility and the Social Security Administration have teamed up to cause a perpetual late fee to occur on our bill. The SSA check comes the third Wednesday; the billing cycle of the Electric Utility is some time after your smart meter is read.

My electric bill states that I am "enrolled in Fixed Income Discount Program." I do not see any indication stated on the bill, unless that is the program that entitles a customer to a once-in-a-lifetime forgiveness of a late fee which they have generously given.

The city of Lodi must be interested in continuing this monthly late service fee to increase their coffers. This attitude would stand in the way of a lasting solution. Banks are the modern-day terrorists that push people from their homes. The city of Lodi uses the same terrorist tactics with their threatening letters to cut off essential electric service to the good people of Lodi. If they terminate your service you may be fined up to $500 plus a reconnect fee.

Lodi also includes an additional racist fee for undocumented workers. "An additional depost may be required for no United States indentification."

I wonder how much extra money Lodi makes from the utility service late charges. I wonder how much misery they cause from disconnects?
