How the budget crisis may victimize schools

    Now hold on here for just a moment or two. When I was returning from Germany in late 1985 it was my understanding that the new California Lotto and subsequent State Lottery were to be the answers for all of education's fiscal worries.

    So after 27 years what went wrong? Inquiring minds really do want to know.

    No doubt... fear not, Brown is without doubt a wise fiscal leader and this tax increase will increase revenue. No unintended consequences will result... right?
