Joe Guzzardi U.S. colleges should serve citizens first

    Joe: There is a simple solution: Require that any foreign student spends 2 to 4 years at a local elementry, high school or college teaching classes for free ( this would include teaching the parents to speak English). Pay them a minimum wage...like we do/did our military. We would no longer need interpreters, no dual language pay for teachers, English would become the national language once agan and the the children would be able to concentrate on their education instead of family problems.

    Of course as has been said and will be said...Pay-back is h-ll

    Given the fact that nominally public universities like UC spend far more money on educating state residents than they receive from the state, it seems absurd to suggest that they have some sort of additional mandate to focus on a specific group of applicants.

    Frankly, given the state of our State, UC would probably be better off if it were to sever ties to the state once and for all and reinvent itself as a private institution.
