Joe Guzzardi: We must guard student visa holders more carefully

On Sept. 11, 343 Northern California firefighters climbed 110 floors at Sacramento’s Renaissance Tower to honor those who lost their lives 13 years ago on 9/11. Each firefighter placed the name of a fallen colleague over the back of his own before beginning the climb.
