On Tuesday, the Galt City Council also:
- Approved 2012-17 Capital Improvement Program budget adjustments, as discussed at a special meeting last week.
- Adopted the 2030 General Plan update regarding housing for the time period between 2008 and 2013.
- Conducted a public hearing and approved an approximately $2,000-per-year merit increase for the position of clerk administrator.
- Rescinded approval of $500 for military banners as requested by Councilman Curt Campion and approved on Dec. 18 — as there is ample funding available — and approved discretionary funds in the amount of $1,000 and carry-over from this year to be used for the Horizon Halloween Carnival and the Senior Holiday Luncheon in fiscal year 2013-14.

The city of Galt can save tens of thousands of dollars by refinancing current bonds and replacing them with internal loans, according to recent staff research.
At Tuesday’s regular meeting, the Galt City Council unanimously voted to appropriate $935,000 from the General Fund to refinance the 2001 Police Building and Related Facilities Certificate of Participation bond and pay off the 1999 Wastewater Revenue Bonds using internal loans.
