Lodi recycling numbers are down 10 to 15 percent in past two years

Larry Skinner sits on a picnic bench and smokes a cigarette, taking a quick drag every few seconds. His skin is a permanent light brown with sunburns tinting his shoulders dark red — a testament to how hot this summer has been, how hot the past 10 summers have been.

Skinner makes his living collecting cans. He became homeless several years ago after his wife died, and he moved to Lodi in 2000.

    Waste Management should review the guidelines for recycling that they give to Lodi residents. I think that one of the factors with a lower volume is that the guidelines call for a pretty pristine set of recyclable items. There are many items that even my children have learned should be recyclable, but are actually not wanted. I'm not sure that contest regarding placement of the correct items into the bins many months ago was the best idea. When we ran a recycling program at my office many years ago, the policy of "when in doubt, recycle it" was very successful.
