State: Galt housing complexes must boost recycling

Only half of Galt’s multi-family housing complexes have a recycling program in place and are falling short of meeting a state waste diversion rate mandate.

It is part of legislation originally passed in 1989 that required cities to divert 50 percent of all of their garbage from landfills. The most recent state audit shows Galt’s current rate is 57 percent.

The city’s mandatory commercial recycling program was launched in Galt last year. Since then, California Waste Recovery Systems has provided outreach to local businesses under a contract already established with the city.

Specifically, California Waste Recovery Systems, the city’s refuse service provider, conducts educational outreach to multi-family housing units through a newsletter, according to Delores Martinez, with the city’s Public Works Department.

Galt businesses are doing better than multi-family units; currently 159, or 86 percent, are in compliance with the state law, according to statistics provided by the city.

Legislation passed in 2011 requires businesses that generate at least four cubic yards of trash must either subscribe to a recycling service or self-haul their own separated recyclables to a facility.

There is no fine for noncompliance at this time, Martinez said.
