Ripon Vice Mayor Chuck Winn becomes the third person to announce his candidacy for San Joaquin County’s 4th Supervisorial District seat being vacated next year by Ken Vogel due to term limits.

Born and raised in Oildale, north of Bakersfield, Winn served 37 years with the California Highway Patrol. He was once commander of the Modesto CHP office.

Winn is the second Ripon resident to announce his candidacy for Vogel’s seat. Ripon was added to the Fourth District, which includes the Lodi area, when redistricting of the five supervisor boundaries took place in 2011.

Lodi’s Russ Munson, owner of Wine & Roses, and retired county Chief Administrative Officer Manuel Lopez of Ripon have announced their candidacy for Vogel’s seat.

Should graduations return to the Grape Bowl?

Lodi Unified leaders are moving Lodi and Tokay high school graduations from the Grape Bowl to the Spanos Center at UOP in Stockton. They cite limited seating, costs and unpredictable weather at the Grape Bowl. But others say graduations at the Grape Bowl are an important Lodi tradition, and one reason many supported renovating the stadium. What do you think?
