Didn't the gridlock holding up the improvements to 12 start about the same time those organizations lost out in keeping I-5 from being completed?

The debate to improve 12 has been going on for at least 3 decades. Now it's finally coming to fruition. It didn't have to take so long. I remember the gap on I-5 from Stoc kton to just south of Sacramento that took forever to get completed back in the 70's because of probably the same farm organizations that has kept 12 from being improved. Talk about gridlock.
