Hundreds of students are enrolled in Lodi Unified schools without knowing any real English. Their numbers are steadily growing at the same time state and federal mandates are asking schools to perform at consistently higher levels.
Lodi Unified School District, for example, ended last school year with more than 1,500 ELD students. One-third of those were identified as beginners, the lowest rung of the proficiency ladder.
