Pat Withrow has brought ideas to the race for San Joaquin County Sheriff that have sparked much debate in recent months. Perhaps his most notable idea is a plan to alleviate San Joaquin County Jail’s long overcrowded quarters by housing inmates in quick-to-build, inexpensive modular units.

It’s a plan that has drawn support from several county officials, but has been denounced by others, including current Sheriff Steve Moore.
