Lodi City Council delays holding vote on climate action plan

Residents worried about city’s connection to world government initiative

The Lodi City Council halted an item on its consent agenda Wednesday night after almost a dozen local residents questioned the science behind global warming and raised concerns about the city being connected to an organization tied to Agenda 21, a United Nations initiative they say is trying to create a socialist, worldwide government.

The council was deciding whether to spend $120,000 in federal grant funds to hire a consultant to draft a climate action plan.

City Manager Rad Bartlam said the plan would help the city meet greenhouse gas reduction requirements set by the state. It also would help the city complete state-mandated environmental studies for future developments in Lodi.

If the city refused the federal grant money, Bartlam said he is positive a state agency would eventually require Lodi to pay for the plan with city funds.

Lodi would benefit from doing its own climate action plan now, Bartlam said, instead of waiting for state intervention later.

“We’ll control this process, and we’ll control this outcome,” Bartlam said.

Lodi resident Ed Miller said even though the state is pushing for cities to create a climate action plan, that doesn’t mean the city should go forward with it.

“This is kind of like two wrongs make a right. I think the cities need to band together and push back on the state and say, ‘You can sue every city,’” Miller said.

In a 4-to-1 vote, the council directed staff to research the residents’ concerns and see if any other cities are refusing to move forward with a climate action plan. Councilman Larry Hansen voted against delaying the plan.

Lodi resident Kathy Polenske and several of the speakers, many of whom are members of Lodi’s Tea Party affiliate, Citizens in Action, said they were against how the city received the money.

The Tea Party members recently heard a presentation from Santa Rosa activist Rosa Koire, who urged all communities to fight Agenda 21. She said it is an attempt by the federal government and the United Nations to control local land-use planning worldwide.

After hearing that presentation, Polenske said she believes Smart Valley Places Compact, a consortium of 14 cities including Lodi, is part of the U.N. initiative.

Looking for funding for a climate action plan, the city joined the compact about a year ago to apply with the other 13 cities for the Sustainable Communities Regional Planning Grant. The grant is through the U.S. Department of Housing and Urban Development.

Polenske said she saw many references on the compact’s website to smart growth and comprehensive planning, which she said are terms used by Agenda 21 supporters.

“The Smart Valley organization reeks of Agenda 21 and all of the buzz words for Agenda 21 are there,” she said.

Agenda 21 is a comprehensive blueprint to foster sustainable development, and was adopted in 1992 at a United Nations Conference on Environment and Development in Rio de Janeiro, Brazil.

At the Tea Party meeting, Koire said the basic philosophy behind Agenda 21 is that the community’s rights rank ahead of an individual’s rights, especially when it comes to property. That includes redevelopment agencies and eminent domain, she said.

At the council meeting, Lodi Citizens in Action president Kim Paragoris said she looked at the Smart Valley Places Compact’s goals, and believe their goal is to control the lives of Central Valley residents.

“It’s the end of American sovereignty, and it’s against the United States Constitution for these entities to be getting into agreements with foreign nations,” Paragoris said.

Lodi resident Alex Aliferis encouraged the council and Lodi residents to research Agenda 21.

“People down the line are going to be really mad because they are going to wonder why they didn’t know about it. We are out here, we are waking up,” he said.

Councilwoman JoAnne Mounce and Mayor Bob Johnson both said they wanted to hear more about how this grant could relate to Agenda 21 before voting on it. They also wanted to know if other communities were not going through with a climate action plan.

“If other cities in the state are looking at this with such a jaundiced eye, then I’d like to learn more about it,” Johnson said.

Hansen voted against delaying the climate action plan because the city has faced threats of fines and penalties before if they did not meet state requirements. He did not want to see that happen again by delaying the plan.

“What you are asking is for the council to gamble with the tax dollars of Lodi residents. We’ve got to try and decide what is the best thing to do to protect the citizens of Lodi,” Hansen said.

The council will discuss the grant at a future shirtsleeves meeting.

    Whether Agenda 21 becomes implemented or not the source problem still remains. Local zoning rules are there to be hijacked by planners at every moment, whether your building a mother-in-law or starting an at home business. This is part of the many reasons our economy continues to flounder, the tools people need to solve problems are denied to us.

    Looks like the Tea Party brain trust has rested its case. The City Council will need look no further than Karen's post for evidence as to the validity of the group's concerns.

    Since no one has responded to my question regarding any feelings of personal responsibility towards their neighbors or future generations for our shared environment, I'll take that as a big NO.

    I really feel sad for the people of Lodi. For someday you will have to explain to your children and your grandchildren why you did nothing to stop the destruction of our Constitution and our right to own property. Read THE FLORIDA STORY and tell those people the land that they had taken from them was a conspiracy theory. Tell the people in TX when they tried to displace 1M people to build the Trans Texas Corridor which will set the stage for opening the borders between the US-Mexico-Canada. And yes good ole boy Rick Perry fought like a tiger to get it built. But thank God the people and many of the elected officials knew what was going on and put a stop to the road. But Perry was bound and determined to build that road so he developed another plan and changed the name so the people are once again fighting a battle they probably will not win. Oh and did I fail to mention this road was going to be owned by Spain and all revenue (75 cents per mile to drive on this road with only 5 entrances and exits in the entire state of TX....12 lanes for rail, cars, trucks and the road would be lined with businesses not owned by the US) People you better wake up because this is happening all over the US and the media is keeping it quiet just like they kept the details of our current President from us. The progressives OWN the media and you will only hear what they want you to hear. CERN just put out a study about a week ago that ONCE AGAIN proves human activity DOES NOT change or affect the climate. It is the Sun. You slur Rosa Koire for what she has done to help the people in CA (that too are being thrown off their land) but you don't think or say a darn thing about Al Gore that has made BILLIONS on this hoax and he lives exactly the way he tells us we can't. He lives like a king, flying in private jets, limos and huge houses that are energy pigs but tells us we can't eat meat. Looks like Al has one too many bigs Mac's himself. I don't live in NJ but I do feel very sad for you all. Agenda 21 is soft law in this country. The end game has NOTHING to do with preserving the environment or stopping human activity from impacting the climate. It has EVERYTHING to do with control. The US is the only country in the world that allows its citizens the right to become prosperous by owning property. In order for Communism to flourish (ONE WORLD ORDER......its real.......start researching.....our own Daddy Bush has many recordings out there pushing it.....) capitalism and property rights must be destroyed and they are after America. We are what stands in their way. I am glad that when my grandchildren are no longer free people I will be able to tell them I did everything I could do to stop it. Will you be able to say the same thing. Is it worth taking the chance that we might just be right and you are wrong? Remember the words of many dictators in the world. They will destroy America from within and that is exactly what is happening. It sounds to me like many of the comments on this article are bought and paid for by those that have A LOT to gain by pushing these programs and believe me it is not the people of Lodi or the state of NJ that will benefit.

    I just can't stand it anymore!! I read you people occasionally....always the same ones. Bobin: get off the drugs. You are delusional, without sources or fact, on almost all occasions. Most of you others must just need something else to do other that banter about on these blogs. Write someone or do something meaningful.     In the medieval times, it was the merchants that created towns, and brought up the quality of life for people in general.

    It is through capitalists and their innovations that increased the quality of life for people in general.

    Government has only stifled innovation and taken personal freedoms along with it.

    Agenda 21 is a socialist plan that attacks personal freedom and property. In my opinion, it violates the Declaration of Independence, as it attacks individual freedom and property ownership.

    If there is too much pollution in this state, then it is due to the careless hate of American culture pushed by the socialist democrats who push for cosmopolitanism and a One World Order under the useless United Nations. You can identify these socialists as they call for "central planning" in every aspect of our lives. Read The Road to Serfdom by Hayek and you will understand.

    Ms Bobin... You seem to know a great deal. Can you explain which policies and legislation that this governor endorsed which led to this bankruptcy?

    Ms Bobin, since you say that ALL are responsible for the mess this state is in, it implies that the democrats have some responsibility... you appear to be objective in this case. However, I have never seen one post in the past where you spoke against the democrats with any specificity. Can you articulate details of what you are referring to in the democrats share of the responsibility?

    I never claimed it was a "right-wing conspiracy theory," just a conspiracy theory to which people of all delusional stripes are subject.

    I can see why Ms. Koire is so concerned about personal property rights - in her "neck of the woods" (Santa Rosa), there are so many people making their livings growing marijuana it would shut down the local economy for any property to be seized or environmental regulations placed on their pot farms.

    It is a shame that none of the people who are so unconcerned about the environment and so anti-environmental regulation have never lived in an area that was so polluted that it was unfit for human habitation, where the environment was so toxic that children were dying from horrible diseases. If it weren't for environmental regulations, this country would have polluted itself off the face of the Earth long ago.

    Just want to clarify one thing, something that we were not aware of when we went to the meeting. That the city is going to have to comply by emission standards set by the state by law (which are totally unrealistic) or they will most tlikely be sued by the state (nice, huh?) But we did ask that maybe it is time for local governments to start standing up to this, and asked that the Council members please at least look in to Agenda 21 and its far reaching goals. We also asked that we be removed from the Smart Valley Places coalition, and any other NGO (Non-government organization) that wants to regulate our lives. (You will see that acronym all over the UN website) Their iniitiatives go as far reaching as the education and health system- doesn't sound like just climate change concerns. What we need is citizen involvement and awareness of what is going on around us..

    The woman who spoke at our group, Rosa Koire, is a lifetime liberal Democrat so this is no longer a "right wing Conspiracy Theory" issue. She is an admitted liberal in every sense of the word, and said "I WAS an environmentallist, but I'm not so sure now- my movement has been hijacked" Yes, Paul, this IS still American and I do believe in American exceptionalism and ingenuity.     As I see it America was made by companies that saw a better future for all involved in the process. Now companies are corporations that have only their assets and future earnings in mind, without reguard for the components of the process, the people, the environment and even the boundaries and the laws within boundaries.
    There are factions out there that understand what's going on and the socialists have jumped on the the environmentalists bandwagon in order to try and levy control on the capitalists.....in the mean time the citizens of this country who are stuck in the wake of "The American Dream" are being slowly rendered obsolete and even unnessasary as unemployment continues to rise. Ask yourself: What jobs are going undone? Why is the state of California the largest employer in the state?
    I have great admiration for any person or group that doesn't blindly follow just because that's where the money is. Ask questions, get answers......it's still our America.

    Well, in the country that I grew up in, we had freedom, not the federal and state government dictating to us our every move. Givng us blood money to implement their agenda. No money unless you do this, or worse- we won't give you any money and you still have to operate under our iron fist. Funny thing about the liberal legislation up in Sacramento. They are going to work themselves right out of jobs because who needs representation when we are all going to be run by these regional bureaucracies who aren't even elected? We will be run by California Air Resources Board (1600 people, unelected, unaccountable) the Smart Valley partners, the One Bay Area, the Isn't Green Great coalition.. Just follow the money trail..Another irony is that you and I, Ms Bobin, will be standing in the same bread line..and will plenty of time to chat, after we redistribute all the wealth from America- this greedy affluent society- to the poorer countries.     Props to Rosa Koire for duping 12 gullible people in this city into believing her conspiracy theory about Agenda 21. This woman is nothing more than another individual who found a way to make money by spreading fear throughout this state.

    Climate change and its connection to human activity is accepted by a majority of scientists - it is not a crack-pot theory as most in this forum believe. But apparently, we'll have the 12 above to thank for the COL adding more pollution to our community.

    Councilman Hansen did bring up a good point at tlast night's meeting about the initiative last November where the voters had the opportunity to put AB32 (the legislation passed in 2006 that is stifling busineses in this state- much of it based on VERY faulty information) on suspension until the economy strengthened. Yes this intitiave was shot down...the opponents to this measure outspent the supporters of Prop 23 by 4 to 1. Who was the biggest contributor to shoot it down? A hedge fund investor heavily invested in a solar company that was going to produce solar panels..Where? In China. Another fine duping of the people of this State....

    Never let grant money go "UNWASTED". This seems to be the mindset. Get the money---spend the money---before some other entity does.
    This planet's climate has been changing since it was created--several billion years ago. Climate change will continue even if the city of Lodi wins the grant money and hires a consultant to develop an action plan---this just makes my hair hurt!
    By the way, are those $4,000 solar powered trash cans ( col purchased with "grant money") working out? Mr. Hood? Anyone?

Thats a lot of money to throw at no doubt, an out of area consulting firm. This is a great fourm right here. Why don't you ask the residents their ideas on what they would like to see happen here. Maybe using start installing soalr on top of city buildings. Capturing Hydro power from the nearby waterways. I don't know, don't dog me, I'm just throwing out ideas. Wouldn't it be nice to have our ideas come to life (since eventually your gonna pay for it) then the ideas of a consultant who dosen't know what we would like to see (and pay for).

    DAVE CHRISTY, I agree with you. We have "bigger fish to fry" in Lodi than the climate issue ! This reminds me of the often inane quote, "they were rearranging the deck chairs" while the Titanic was sinking. Priorities are a must and this isn't one of them.

    It would be shameful for the city to fall sucker to this scheme. Shame on Hansen for his support of the hoax. Bartlam says "We'll control this process..." Nonsense. The truth is just the opposite: the city would be allowing others to control the process. Cities should unite to be free of bigger brother control. Let them keep there money. An this comment doesn't even address the underlying issue of climatic change. Does the city council really want to involve itself in that debate?

    There has to be so many of these climate action plans out that the COL could probably purchase one at any book store for under five bucks. Thank the TEA party for being around the questions are finally being asked. Al Gore and his group will be stalled until common sense finally takes over. Just like water meters and every other MANDATED item that is shoved down our throats here we go again. It does not matter in Calif. the regulation and stupidity like this proposed climate action plan has stopped any posibility of progress in our state. AND there goes Councilman Hansen again , the only one that wants to go for the grant. BIG COVERNMENT right Larry ? thats what he's all about ! How did he defeat John Johnson in the last election ? Unbelievable, can't happen in Lodi. I'm with Miller and the TEA party let the State sue all of the cities it's time for us to stand and be counted. Leave the $ 120,000.00 in DC with Obama to waste on his upcoming jobs plan.
