Rep. Jerry McNerney of California’s 9th District proposed two bills on Monday aimed at saving U.S. jobs by limiting outsourcing, according to a press release.

Under H.R. 3216, the Stop Outsourcing and Create American Jobs Act, the U.S. Secretary of the Treasury would create a list of “corporate tax haven countries,” and impose sanctions against companies that take advantage of them, as well as federally contracted companies that take advantage of tax loopholes by outsourcing jobs.
