Construction of long-awaited safety improvements on a five-mile stretch of Highway 12 west of Tower Park Marina should begin by about the end of the year, according to the California Department of Transportation.

Caltrans officials in Stockton will take about 30 days to award a construction contract, with the project to begin within 55 working days after that, according to Chantel Miller, Caltrans chief of public and legislative affairs in Stockton. A late-2016 completion date is expected, Miller said.

The project calls for a concrete median to be built on Bouldin Island, just west of Tower Park Marina, Miller said. The two-lane highway between Lodi and Rio Vista has seen numerous violent accidents in recent years.

Bids were scheduled to be opened on June 18, but the bid opening was delayed until July 16 because several bidders inquired about project details, Miller said.

In addition to the median, a 5-foot-wide shoulder will separate the median from the roadway, and an 8-foot-wide shoulder will be constructed at the edge of the roadway in case motorists have car trouble, Miller said.

Caltrans will likely conduct a project grand opening in late September, Miller said.
