    The water treatment plant will not provide cleaner water to users Mr. Mayor. The river water will be chlorinated then blended with ground water at GREAT COST TO RATE PAYERS!
    Waste management did not donate a million dollars for upgrades at the the GRAPE BOWL. Our city "councilmen" sold them a twenty year contract with a guaranteed annual rate increase tied to bay area consumer price index. This money is a "quid pro quo". It was not a gift.
    Stimulus money ---is tax payer money and the 2.5 million used to upgrade Lodi Avenue will not change the garish paint jobs the city has allowed there.
    And the beat goes on!
