It was a cool fall afternoon in November 2012. Sacramento County animal control officer Roy Marcum pulled up to a run-down residence on the 600 block of First Street in Galt. The bank-owned house was vacant and in foreclosure, yet another victim of the crashing real estate market.
Marcum was aware that the owner, Joseph Corey, had been evicted, but there were abandoned dogs inside that needed to be retrieved and taken to the county animal shelter.
