Mayor JoAnne Mounce and former Mayor Bob Johnson have pulled nomination papers for re-election to the Lodi City Council, but neither had filed, City Clerk Randi Johl.
However in Galt, five people have pulled papers for City Council. They are incumbent Barbara Payne, former Councilman Randy Shelton and challengers Rodney Stanhope, Frederick Goethel and Richard Salton.
Shelton served on the City Council for four years before being narrowly defeated in 2006.
Two other seats are up for election at Galt City Hall. City Clerk Liz Aguire has filed for re-election, and Treasurer Shaun Farrell has pulled nomination papers.
Lodi's city government is set up so that the city clerk's position is appointed by the council and not elected by voters as the clerk is in Galt.
In addition to the city elections in Lodi and Galt, several school, fire and water districts have seats up for election. Filings are as of Monday afternoon.
Lodi Unified School District: Incumbent Ken Davis has filed in Area 2; incumbent Harvey Bills Sr. has filed in Area 3; no one has filed in Area 7. Peter Johnson is the incumbent.
Galt Joint Union High School District: Dennis Richardson, who lost a re-election bid in 2006, has filed for a two-year seat; incumbents Norman Pearson and Sue Roberts, and appointed incumbent Robert Prouty Jr., have not pulled papers.
Filing period ends Aug. 8Registered voters may file for the Lodi or Galt City Council, municipal advisory councils and for the boards of local school, fire and water districts through Aug. 8. The filing period will be extended an additional five calendar days for any seat in which an incumbent is not running.

Woodbridge: Incumbent Mary Avanti and challenger Charles Stocker have filed. Other incumbents are Robert Emerson Durham, Ronald Rader and Tad Platt.
Lockeford: No one has filed. Incumbents are Lani Eklund, Don Litchfield, Robert Marty and Roy Wales.
Thornton: No one has filed. Incumbents are Bruno Mori, Cindy Chumbley and Kristine Lagoda.
Morada: No one has filed. Incumbents are Danny Nunes and Sharon Stewart.
Lockeford Community Services District (water, sewer, parks): Incumbent Gary Gordon has filed. Chris Littlefield is the other incumbent.
North San Joaquin Water Conservation District: No one has filed. Incumbents are John Ferreira in Division 2 and Matthys Van Gaalen in Division 3.
Woodbridge Irrigation District: Incumbents Avery McQueen in Division 2 and Eddie Lucchesi in Division 5 have filed.
Woodbridge Sanitary District: Challengers Mary Avanti and Charles Stocker have filed. Incumbents are Harold Rohrbach and Dwight Langhoff.
Stockton East Water District (includes Morada): Incumbent Westford Ray Latimer and challenger Richard Atkins have filed in Division 1, appointed incumbent Alvin Cortopassi has filed in Division 3 and incumbent Melvin Panizza has filed in Division 4.
Galt Irrigation District: No one has filed. Incumbents are John Mulrooney in Division 3 and Bob Liebig in Division 5.
Clements: No one has filed. Incumbents are Ray Engel, Russell Cobb and William Henderson.
Liberty: No one has filed. Incumbents are William Ward and Robert Erman.
Mokelumne: No one has filed. Incumbents are Mike Young and Bernie Mettler.
Woodbridge: Incumbent Michael Manassero has filed. Other incumbent is Michael Manna.
Waterloo-Morada: No one has filed. Incumbents are Bill Snyder and Clayton Titus.
Cosumnes Community Services District (provides fire service to Galt): Challengers Charles Brewer, Jimmy Johnson, Michelle Orrock and Sandra Russell have pulled papers. Incumbents are Gilbert Albiani, Gerald H. Derr and Doug McElroy.
Herald: Challenger Laurie Lorimer pulled papers. Incumbents are Charles Berdan, Dale Decker and Harry Aschwanden.
Sacramento Municipal Utility District (Ward 2, Galt): No one has pulled papers. Susan Patterson is the incumbent.
