San Joaquin County's longtime deputy public works director has taken a position in Galt.
Steve Winkler will begin as the city's public works director Aug. 13. His annual salary is $137,112.
"Mr. Winkler brings a wealth of knowledge and experience to Galt that will greatly benefit the department and community," Galt City Manager Jason Behrmann said. "His reputation in San Joaquin County is stellar, and we are fortunate that he will be joining the Galt team."
In San Joaquin County, Winkler has held the positions of deputy director of public works, senior civil engineer and associate civil engineer during his 27-year tenure. Before San Joaquin County, he worked for Stanislaus County as a junior civil engineer and assistant civil engineer.
In total he has 32 years of public works experience.
Winkler said he is impressed by the Galt City Council's commitment to investment in critical public infrastructure, both to address current deficiencies and position the city for future growth as the region's economy rebounds.
He was chosen from a pool of 30 applicants.
The recruitment firm of Peckham and McKenney performed the initial screening and interviewing to narrow the field to the top six candidates. The city then conducted a series interview panels including an internal staff panel before a final city council interview was held and a formal offer of employment made, according to Behrmann.
Winkler has a degree in civil engineering from the University of the Pacific, is a licensed professional engineer and a certified floodplain manager.
He lives in Stockton with his wife and has three adult children.
Former longtime Lodi Public Works Director Richard Prima came out of retirement and was hired as an interim director in Galt in November. He has been serving in the role since and was among the interview panel participants.
At the time, Behrmann said the process to replace the city's former public works director would take about four months.
Winkler replaces former Public Works Director Gregg Halladay, who left the city last year.
