There are 42 enterprise zones throughout California designed to encourage business expansion. San Joaquin County is one such zone, and new businesses locating within the zone's boundaries can take advantage of several tax incentives.
The Clements-Lockeford Chamber of Commerce is working with the county Economic Development Association to expand the zone's boundaries to include several areas of Lockeford and the business area of Clements along Highway 88.
In addition to state tax credit incentives, participants can take advantage of free customized staff recruitment and financing through the U.S. Small Business Administration.
John Anderson, president of the Clements-Lockeford Chamber, proposes establishing enterprise zone boundaries along the downtown Lockeford area corridor on Highway 88, the southwest area of town at Highway 88 and the Jack Tone Road Bypass, and on Locke Road between Highway 88 and Jack Tone Road. He also wants to include the Clements business area on Highway 88.
Meanwhile, Dave Vaccarezza, who owns California Waste Recovery Systems in Woodbridge, is working to bring the commercial area of Woodbridge into the enterprise zone as well.
The enterprise zone expansion areas are subject to approval by the San Joaquin County Board of Supervisors, which will consider the request at an upcoming meeting.

Like cats, the Clements-Lockeford Chamber of Commerce seems to have nine lives. The business organization was rescued from the dead in 2006 when Timothy Fowler became its president and Cynthia Haynes its chief executive officer.
More than five years later, Fowler told the chamber membership he had too many irons in the fire to continue as president. Last year, Fowler said it looked like the chamber would fold unless someone stepped forward and assume the presidency. At the time, no one was interested.
