Why don’t schools charge fees for sports practices?

Jennifer: I was at the Galt Joint Union Elementary School District board of trustees meeting over the summer and heard about the drastic reductions to bus routes. With all the budget cuts school districts everywhere are facing, I don't understand why they don't charge sports organizations to hold practices and play on their campus fields.

Answer: The phenomenon you're talking about falls under the Civic Center Act, a portion of the state education code.
