How can election results be available so quickly?

Jennifer: By the end of Tuesday, we'll likely know who our new U.S. President is and which candidates were chosen to fill local seats on the City Council and various school boards. What I want to know is, how can winners be determined so quickly?

When it comes to the local Election Offices, absentee ballots are the first to be counted and made available to the public online.
