Dear Jennifer: I am baffled by the current school districts in the Galt area. Why have they not merged over the years? With the resignation of Arcohe Union School District's superintendent last year, there was a perfect opportunity to lessen a superintendent and reduce duplication, but what do they do? They hire another one. The Elk Grove district has 62 schools and one superintendent. In Galt alone there are two superintendents, not counting the smaller rural districts.

This is a question that comes up a lot during this time of year, when school districts have just passed their budgets. And for the third consecutive year, they are filled with huge personnel and program cuts.
