Is it legal for random people to paint addresses on street?

Jennifer: A young man recently knocked on my door and, armed with paint, offered to touch up address numbers on the curb in front of my house. He said they are used by emergency vehicles. Does he need a permit to do this? More importantly, is it even legal? I thought the sidewalks were owned by the city.

I asked city of Lodi spokesman Jeff Hood about this practice and he told me In order to paint numbers on the curb, those offering the service are supposed to get an identification badge from the Lodi Police Department, then go to the Public Works Department to ontain an encroachment permit.
