Inside the Buy 4 Less on West Lockeford Street, significant changes are visible on the brightly lit aisles of gourmet ingredients. The discount store has a reputation for discount prices and rotating stock, but owner Steve Fetzer is pushing for a more consistent supply of staples and name-brand goods. Organic dairy products and specialty ingredients like Australian olive oil are available at the store as well.

"We are changing the way we do business," Fetzer said. "A lot of people think we are just a salvage store, but all of our stuff is fresh."
