Winemakers speak out against proposed bill on interstate shipments

Federal legislation that could spell the end of direct-to-seller shipping of alcohol has local vintners crying foul.

House Bill 1161, known as the Community Alcohol Regulatory Effectiveness (or CARE) act, would effectively allow states to prohibit the import of wines from other states, said David Lucas, of Lucas Winery. The bill, supported by groups like the Wine & Spirits Wholesalers of America, is a power play to put small producers out of business or force them to team up with a wholesaler, he said.
