This is a good read with 2 differing opinions about the amount of testing California requires in schools.

Local elementary schools administer quarterly benchmark exams. In third grade, STAR testing is also administered during the school year. Do you think this takes too much instructional time or do you think it is necessary to evaluate their progress four times annually?
