Enterprise Zone meeting attracts big turnout

Wednesday, November 18, 2009 8:17 AM PST

More than 70 people showed up to Oakridge Winery on Tuesday night to learn more about the San Joaquin County Enterprise Zone, and if they could benefit from tax credits and other incentives.

"Studies show that enterprise zones make unemployment go down and wages go up," said Mayor Larry Hansen.

San Joaquin's Enterprise Zone is one of the largest in the state. The former Enterprise Zone, which was effective from 1993 to 2008, covered 29 square miles and mostly applied to Stockton. The new Enterprise Zone is more than 600 square miles and covers roughly 80 percent of the county.

Local businessowners who attended the meeting were excited to participate in the program.

"I like the fact that we can get credits for equipment we purchase," said Fred Weibel, president of Weibel Family Vineyards and Winery. "I'm going to go back and get someone to look over our last year to see what we qualify for."

North San Joaquin Water Conservation District meeting looks to future

A special meeting for the North San Joaquin Water Conservation District was held to discuss ideas for the future of groundwater recharge in the region and ask local experts for guidance.

Brandon Nakagawa, of the San Joaquin Groundwater Banking Authority, was one of the featured speakers. He told the audience that groundwater issues are regional issues that require regional solutions. He said agencies must be willing to work together to benefit the good of the community and the environment. The region must find ways to maximize its use of floodwaters off the Mokelumne River, especially for agricultural purposes, he said.

Ed Steffani, district manager for NSJWCD, said he would be proposing a plan to survey landowners to gauge their interest in using surface water for irrigation instead of groundwater. To encourage them to use surface water, the district could offset the landowners' costs of pipes and materials necessary to make the program work by not charging them usage fees for a period, Steffani said.

Jeff Micko, engineering manager for the Santa Clara Valley Water District, was another of the featured speakers. The SCVWD's efforts have enabled that district to return its groundwater levels to what they were in 1910.
