Initiative to cap city pay needs more work
Jane Lea withdrew a petition Tuesday for a ballot measure that would cap the pay of the city's non-union employees.
She submitted the petition to the city earlier this month with the goal of reining in city employees' salaries. Lea received feedback from City Attorney Steve Schwabauer that listed six court cases that have challenged issues related to her initiative. She plans to rework the measure and resubmit it.
"I'm certainly only going back to the drawing board," Lea said. "The problem still exists but the solution is still being worked on."
The measure she submitted would have limited the salary of the highest-paid non-union employee to 50 percent of the California governor's salary, which is $213,000. That means the city's highest paid non-union employee could only make $106,500. The Electric Utility was exclueded from the measure.
The measure would also have created a commission to set pay and compensation for council members.

Galt elementary district board meets today
Among the topics for consideration at this week's Galt Joint Union Elementary School District meeting are accepting an appraisal report regarding the Fairsite property and voting on a North American Riding for the Handicapped Association membership.
Trustees are also expected to hear a report from Superintendent Karen Schauer on the first week of school and one on STAR results from Judy Bullard, director of curriculum.
The board meets in open session at 7 p.m. today in the City Council chambers, 380 Civic Drive.

High school district seeking public input
The Galt Joint Union High School District is once again inviting all interested members of the community to attend a public forum to provide input regarding qualities, characteristics and attributes desired in the next superintendent. Tom Gemma's last day was June 30.
This is the second time public input on the position has been sought. After the first application go-round, the board opted to scrap those who had applied and start over.
The board then hired Leadership Associates to assist the district in the recruitment and selection process. They will be on hand at this input session scheduled for 6 p.m. Sept. 2 at the Liberty Ranch High School auditorium.
Additionally, Leadership Associates partners plan to visit the district throughout the day, receiving input from community members and district employees, according to the public announcement. Board president Terry Parker-Owning said fellow trustees were asked to forward to the outside agency the names of community members they wanted interviewed.
For those who speak Spanish as their primary language, a bilingual Leadership Associates partner will be available at next week's meeting.
Trustees plan to add this community input to the information received during the recent search process. It was reopened on Aug. 11 and is expected to conclude prior to Dec. 1, according to the district.
It is Parker-Owning's hope that those who attended the first public input meeting earlier this summer will also attend this one.

Educational photo contest announced
The San Joaquin County Office of Education is sponsoring the "School is Cool!" photo contest to showcase young and talented photographers in the 2010 SJCOE Annual Report. The photo contest is open to all high school students in San Joaquin County and is based on the theme "I Love School."
Each high school will be allowed to submit the work of three of its best photographers as a digital and an 8-by-10 printed photo (color effects or photo enhancements are acceptable).
Photo submissions are due Oct. 6 to the Public Information Office at San Joaquin County Office of Education, P.O. Box 213030, Stockton, 95213-9030.
Original submissions will not be returned to students.
All photos will be displayed at San Joaquin County Office of Education, and the winners of the contest will be awarded prizes at a special event later in the year.
The top four winning photos and the names of those photographers will be used in the 2010 SJCOE Annual Report, which is distributed to over 150,000 individuals. The winner of the "School is Cool!" photo contest will be the official photographer for the 2010 SJCOE Annual Report.

Hearing Friday on dropout rates
The Legislature's Select Committee on Lowering California's High School Dropout Rates, chaired by Assemblywoman Alyson Huber, D-El Dorado Hills, conduct a hearing defining the dropout crisis Friday at the State Capitol in Sacramento.
In addition, a new report will be released on historical dropout trends by Russ Rumberger of the California Dropout Research Project.
According to statistics released in May 2009 by the California Department of Education, the statewide dropout rate was 20.1 percent for 2007-2008, according to Huber's office.
The hearing will begin at 9 a.m. in Room 127 at the State Capitol. Stockton Unified School District Superintendent Anthony Amato is among those expected to speak.

State Sen. Dave Cox endorses Republican Paul Hegyi for Assembly
State Sen. Dave Cox, R-Fair Oaks, who represents the Galt area, has endorsed Republican Paul Hegyi for the 10th Assembly District seat held by Alyson Huber, D-El Dorado Hills, according to Hegyi's campaign. Cox will also be one of Hegyi's campaign chairmen.
Hegyi, an Elk Grove resident, is chief of staff to Assemblyman Van Tran, R-Garden Grove. He lost to Jack Sieglock in the 2008 Republican primary.
