Lodi man: Why can't I adopt a dog?

Animal shelter says it's because staff have handled two calls about dogs at Al Hicks' residence

When Al Hicks' roommate moved out and took her two dogs with her, the Lodi resident decided that he wanted a pooch of his own.

He went to the Lodi animal shelter and looked at the many dogs waiting for homes, and soon grew attached to a 3-year-old dog, a mix named Cindy.

Then animal control officers gave him the bad news: Because they'd been called out twice for his roommate's two dogs, including a time a mail carrier was bitten, Hicks can't adopt a dog.

The 73-year-old West Vine Street man was devastated.

"I'm trying to help these animals out," Hicks said. "I have a beautiful home. I spoil the animals rotten."

To compound matters, there's actually nothing stopping Hicks from going elsewhere to adopt a dog, because other cities don't have the same kind of policies.

Hicks grew up in the Bay Area and ran a Volkswagen and Porsche business for 40 years. He's called San Mateo, San Francisco and Sacramento shelters, and says they had no problem letting him adopt a dog.

The Stockton animal shelter only requires that someone have the money to pay the fees related to adoption, said Stockton Police Officer Pete Smith, a spokesman for the department that oversees the shelter.

Lodi screens potential adopters to make sure the animals will receive proper care, said Animal Control Officer Brena Schweitz. They physically check homes and also look to see if they've been called there previously. The matter is handled on a case-by-case basis, she said.

"Based on prior history, we did not think it was appropriate for (Hicks) to adopt a dog from us," Schweitz said.

The animal control officer has been called to Hicks' home twice on dog bite calls. The first time involved a person who was walking a dog, and it appeared to be more of a "startle factor," not an act of aggression, she said.

The second call was when a dog chased and bit a mail carrier.

Schweitz said that Hicks, as the property owner, took responsibility and acknowledged that he must have left the gate open.

Hicks, meanwhile, says he was napping when his former roommate apparently left the gate open and her two pit bulls got out.

The former roommate is the girlfriend of Hicks' high school classmate, who has gone trout fishing with him for 60 years. The woman and her dogs have since moved out of Lodi.

Hicks had been cited, but the matter was dropped, at the agreement of the mail carrier, when the dogs were moved, Schweitz said.

Thirty years after Hicks' English Pointer dog, named Jennifer, died of tumors at the age of 16, he still talks fondly of her. He also recalls his cat that lived to the age of 24.

"I'm just going to give a good home to a dog," he said, his voice breaking with emotion.

He lives a block from Lodi's dog park inside Vinewood Park, 1824 W. Tokay St., and said he used to walk his roommates' dogs and take them to their veterinary visits.

Now he has a new plan: He has checked out ads on the wall at Discount Pet Foods, 1411 S. Stockton St., and he plans to adopt a dog privately. Schweitz said there's no law against that, as long as Hicks gets a dog license as required under Lodi's municipal code.

For Hicks, the whole experience has been upsetting.

"I'm a little disgusted," he said. Then his tone changed and he smiled as he added, "But I'll feel better when I have a puppy."

" It seems animal shelters and rescues have become extremely prejudiced on who they will adopt a pet to. I was raised in a family with 5 kids and we had wonderful dogs, cats, guinea pigs, birds, every pet our parents would let us have and we took care if them. Its a great way to learn responsibility.
I understand that we want to make sure a forever home is found but with all the requirements and those that charge anywhere between a 250 and 400 adoption fee they are losing many loving homes for these poor dogs and cats. "

" dogs4you... CINDY IS A PIT MIX. A very sweet and loving pit mix. That is what I meant by my post. Maybe you should go meet the dog before you place judgement. Also this is only one side of the story. I am positive there is more to it than LAS just not wanting to give Al a pit mix.
How can any of you make judgements against LAS when you have no clue what really goes on day in and day out at that place. What the officers and volunteers face everyday is not something most can deal with, and I don't mean euthanasia; but seeing abused and neglected animals day in and out, watching older animals get left behind because people want younger animals, or designer animals, seeing the sad look on the face of an 8yr old dog after her owners abandoned her. When the shelter is short staffed, there are going to be problems, they do the best they can with what they have. When was the last time you were at work and some random person called you a nazi for doing your job? "

" Well since everybody seems to be joining the LAS Appreciation Society I`ll just add this little tid-bit, I filled out an application to be a volunteer at the Animal Shelter, had my fingerprints run and the whole nine-yards. I have yet to hear back from them. It appears I was deemed unacceptable to perform the tasks of shoveling dog crap, hosing down pens and scratching ears. My guess is that they don`t really want people to know exactly what goes on down there, especially those with access to the media. "

" They`re animals for gawd`s sake! It seems that whoever makes the rules at LAS thinks that everyone coming in thinking about adopting a pet is really just looking to sell the dog or cat into scientific experimentation. You people at PALS and LAS really need to lighten up and come down to Earth! "

El Rushbo wrote on Jun 5, 2009 2:23 PM:

" The fact of the matter is the PALS and Animal Shelter Task Force has been taken over by extremist elements bent on imposing their view of what is "best" for all the animals. If you don`t like their way of thinking, their response is usually, "tough sh**!" "

" EVERYONE is missing the POINT! His roommate had the "Problem Dog", and she AND THE DOG are gone! PALS ia not very interested in letting those dogs they have given to good homes, make money for the city and stimulate the tax base of Lodi thru what he buys to feed the dog! This POOR mentality also would mean if I moved into the same house this guy moves out of... "That I too would be denied a dog because the address has had dog issues in the past! How Stupid! Boycot PALS those who live in Lodi! As for their fundraiser, BOYCOTT THAT TOO! Obviously they have their priorities backwards! They want your money but don't want to give dogs a home! I guess mamagement believes they need to "PUT DOGS DOWN" instead! "

" mgchrm3 the pit bulls you speak of no longer live at that location. All Al wants is a dog for company. In Ms. Bohm article there is no mention of what breed Cindy, the dog Al would adopt is.

A better idea Al, if you don`t mind traviling, San Francisco, for all it`s problems and set backs have the best run animal shelter anywhere, they are a no kill shelter. Can laughable, somewhat lovable Lodi say the same.

Cochise1200 I don`t blame you for moving and if I could I would also, Lodi sucks. "

" Yea, Brena. All Shelters should screen potential adopters so that the animals are placed in their FOREVER homes!! "

mgchrm3 wrote on Jun 5, 2009 11:31 AM:

" This isn't a PALS decision. This dog is a large Pit Bull mix, as with most shelters and rescues, there are extra precautions taken when adopting out certain types of dogs. Although I am sure Mr. Hicks would give a dog a wonderful home, shelters have to look at more than a person's want of having a dog. They have to look at what is best for the dog. "

If you connect with an animal in the shelter, Why not if other problems been solved??? "

" According to the LNS, the dogs that bit the letter carrier no longer live at that residence. So whats the big deal, let Al get his dog. If Al can rescue one dog, that means there will be one less dog to euthanize, perhaps we should start with some of the personal that make up these stupid laws in the first place. If Al needed assistence concerning fees, I for one would pitch in, I am not dogs 4 you for nothing. Go Al. "

" Lodi shelter (cats next door) took one look at my huge family -5 kids- and immediately shunned away from showing us available cat, none seemed to be available or the right age (we wanted to place a cat with our cat at home - it had to be around a certain age) They refused us to look or adopt when I told them our cat at home was indoor/outdoor. They couldn't allow a cat to go to a home like that. They were snobs and treated us like we had the plague. It was no problem back in 2002 when I adopted. That's right Lodi spend money on cats and take away music from children... Way to go bureaucrats!!! "

lodigirl209 wrote on Jun 5, 2009 9:33 AM:

" This is just crazy! I agree with El Rushbo and mandi1. This guy just wants to save a dog and have a companion. The shelter would rather deal with the over crowding of dogs and have to put them down instead of giving it to a loving home, and taking more money out of the city's budget and away from parks for kids to take care of dogs that could have a home.
Sorry Al, and best of luck to you! Dogs are the best and loyal companions a person could have! "

Al, there are plenty of dogs out there that needs a good home. God bless you for your humanity. "
