Mounce, Johnson raised money in council race
The final funding tallies are in for the Lodi City Council election with incumbents JoAnne Mounce and Bob Johnson each raising more than $20,000 in 2008 while the other three candidates raised no money at all.
Johnson and Mounce were both successful in their re-election campaigns.
Johnson had $26,349 at his disposal during the campaign, with some of that money carried over from 2007. Mounce started the year with a balance of zero and raised $21,064.
Donations under than $100 do not need to be reported. In 2008, Mounce collected $3,489 in donations in addition to those that were reported, and Johnson pulled in $4,823.
Both Mounce and Johnson had donations from businesses, individuals and political action committees in the city.
Johnson said he thinks it is important for businesses to be involved in the political process.
"They've got a deep interest in what goes on in the city ... Businesses make the money that makes this town tick," he said.
Many businesses and PACs decide how to donate money based on candidates' track records, Mounce said.
"No promises are made to do a specific thing," she said. "It's people supporting my political philosophy."
At the end of December, Mounce had $2,160 left, while Johnson still had $8,810 in the bank.
Because candidates have to get their name and message out to potential voters, money is the key to reaching people, Mounce said.
"The thing that most people don't understand is when you run for office, you have to run an advertising campaign," Mounce said. "It is the way to communicate with voters about who you are and what you stand for."
During the campaign, Johnson used donations for a Web site, mailings, newspaper advertising, billboards, yard signs, a campaign kick-off and an election night party. He also made some donations to nonprofits, including the Lodi Boys and Girls Club and the Lodi Police Association.
Mounce used her money for a Web site, to pay for campaign workers' travel, newspaper ads, Penny Saver ads, cable air time, billboards and a nonprofit fund-raiser for Lodi Adopt-A-Child
In the past, campaigns have been a lot more competitive with more candidates having higher name recognition, which leads to more campaign donations, Johnson said.
"Depending on the campaign and who the competition is, money can be extremely important," he said.
Khan said he decided to not fundraise for the election because he knew he could not raise more than the incumbents.
"It is just like a horse race. If you raise money, others will raise more than you," he said.
Another council run has not been ruled out, Khan said. But for now, he plans to focus on the boards and committees he is serving on.
Name recognition is important when running for council, DeBaugh said.
DeBaugh said he is regretful that he did not canvass more, but he said the election was an educational one.
"It's about making people aware. I don't believe it's all about money in Lodi," he said.
He will consider running again in two years, and would focus on canvassing, not on raising money.

diede Construction? Now I know why those $99 checks don't need to be reported. And, observer, just who are those people I loathe? Why don't you tell me? From the looks of the totals, there were hundreds of unaccounted for $99 contributions. I could just look at the names and number of $99 contributions and who they came from and be able to start a databank of corrupted people who're afraid to show their contributions to their owners. Payback must be great. Nor do I see Master Gillespie nor Browman on Johnson's list Are they keeping their distance from him for some particular reason? Johnson $4000 in $99 unaccounted for donors. "
