Two suspects arrested in one drug-related Lodi rape

By Layla Bohm

Two parolees were arrested Tuesday on suspicion of drugging and raping a Lodi woman, one of several such rapes being investigated.

Joseph Lobb

Joseph Patrick Lobb, 24, and William "Billy" Wood, 23, were jailed on charges of raping an unconscious person and violating parole, said Lodi Police Detective Eric Bradley.

Both men are being held without bail, as the parole charge does not allow bail. They previously served prison time for vehicle theft.

The men are not suspects in four other rapes that were reported since mid-September, all but one of which happened in the past two weeks. Police have suspects in each case but have not released their names, pending review by prosecutors.

William Wood

The case against Lobb and Wood started after a woman went to police to say that she had apparently been drugged while at a Downtown Lodi bar on Sept. 17. She was then raped in an apartment, which Bradley declined to identify.

The series of rape reports is not normal for Lodi, which saw eight rape reports in all of 2007. In the five recent reports, one occurred earlier this summer and the rest happened since Sept. 17. Of the four recent victims, two were drinking at bars and two at acquaintances' homes.

Police have found no connection between the cases and suspects, except that each victim said they must have been drugged because they passed out and had trouble remembering what happened. One victim said she was only drinking soda. They all had similar side effects common to so-called "date rape" drugs such as GHP, rohypnol and ketamine.

Another woman on Monday reported a possible similar rape.

And on Tuesday, a woman reported that she had been at a Downtown bar on Sept. 30 when she began feeling ill and dialed 9-1-1. She lost consciousness as an ambulance took her to the hospital.

It was not known Tuesday evening if that report was related to a woman who contacted the News-Sentinel and said both her daughter and her daughter's friend had similar feelings on different nights but made it home safely with the help of friends.

Police urge women to stay with trustworthy friends when out socializing, not to leave a drink unattended and to only get drinks directly from the bartender.

" MainFrame: If you truely think going downtown at night is a bad idea, do you really think carrying pepper spray is going to help. Most of the time the attacker takes pepper spray away from the victim and uses it to gain more control of the situation. How about going out with friends. Most attackers will not attack people in groups. "

" TO: dogs4you, If you read the article CORRECTLY, you would have read it was STOOGES, Not Stogies Cigar Lounge(Please at least get the spelling right) that was named in the article. Stogies often gets grief after mishaps at Stooges since we are on the same street and our names are close to the same spelling and sound. Stogies Cigar Lounge is a place that our FRIENDS come and feel SAFE. They DON'T have to worry that someone will slip something in their drink or unwantingly try to paw at them after they have had too much to drink. After 4+ yrs of owning Stogies Cigar Lounge, There has only been 1 incident that required the Lodi Police dept to be called. That alone says something about our clients and friends that patronize Stogies Cigar Lounge. "

" dogs4you: You said, "Of course we stay out of downtown, wouldn`t get caught dead ( pun intened ) in downtown Lodi after dark. If you go, an automatic weapon is best, but since you can`t carry a consealed weapon ( bad guys only ) pepper spray is the next best thing."

dogs4you: I think you are way off the mark man. Downtown Lodi is not that bad. "

" fawn lebowitz: You said, "Don't go home with strange men after a night of drinking."

You are forgetting that these women did not have a choice because they were drugged. Stop blaming the victims. "

" Just a correction from dog4you post on 10/9 at 3:47PM "Stoggies in lovley downtown Lodi and Sky`s on Turner Rd". The bars reported were Stooges Bar and Sky's NOT Stogies Cigar Lounge. I know that the spellings get mixed up alot, but this is one article/blog that I don't want our name associated with.

" 95242 you wouldn`t want to be in any bars now, what kind of bars do you go too, we go all the time, have fun and know allot of people. Of course we stay out of downtown, wouldn`t get caught dead ( pun intened ) in downtown Lodi after dark. If you go, an automatic weapon is best, but since you can`t carry a consealed weapon ( bad guys only ) pepper spray is the next best thing. Try Chili`s for a good time and no trouble. "

" I wonder if there is any proof of a date rape drug being used? You can also consume enough alcohol to render yourself unconscious. I wouldn't want to be in any bar now days. It's not safe for a woman or a man. "

" Fellons on parole, I continue to be amazed at the amount of convicted fellons that get out on parole. Take a look at the Record`s 911 page, most if not all are wanted for parole violaton. I believe that was Stoggies in lovley downtown Lodi and Sky`s on Turner Rd. Fox40 had a reporter on sight. Perhaps the spelling isn`t correct but you get the idea. Sitting at the bar is best since you can see your drink being made, if a bathroom break is necessary, finish your drink or beer and get a fresh one upon your return, and know your limitations. "

" dog-i am not assigning any blame here. When there is a potential for danger in any situation, man or woman, a person needs to exercise caution. "

" fawn,
the drugs mentioned leave a prson walking, but in a daze, so a slimeball like these two, take the woman them by the elbow, and guide them out, they seem to be kindly helping them out the door.
The original use of r/h was to tranquilize a horse so it stayed standing but didn't kick the vet working on it.
I think maybe you are blaming the victims. "

" Hey Dog-the Stockton Record reported the names of the bars a couple days ago, it also mentioned the rapes happened at a private residence ??? Not sure why the paper is shying away from naming the bars. Strange.
Don't go home with strange men after a night of drinking. "

dogbark wrote on Oct 9, 2008 10:31 AM:

" would the LNS have the brass to report which bars these women fell victim in? And maybe LPD or ABC should check the background of the dint see nuttin barkeeps there.
Folks, you see somebody slip something into a drionk, get the bouncer and barkeep over there, make the s o b drink it himself then call 9-11. "

dogbark wrote on Oct 9, 2008 10:29 AM:

" Parolees. Guess the parole board thought these two were not a danger to society. And look how proud the Lobb-ster is in that mug shot.
Almost proud as his momma. "
