A legal settlement resulting in San Joaquin County giving Lockeford nightclub owner Timothy Kruppe $75,000 concerns Kruppe's allegation that the county's discretion over issuing permits violated the public's First Amendment right to free speech. Neither Kruppe's lawsuit nor the settlement specifically mention Kruppe's nightclub, his employment of bikini dancers or lap dances.
