Grand jury finds fault with San Joaquin transit service
The San Joaquin County grand jury has accused the county's transit service of misusing credit cards, improper purchasing procedures and poor contract management, according to a report released Friday.
The district serves every city in the county as well as some rural routes.
Some of the jury's findings include staff using a district purchase card to buy a $1,038 dinner at Stockton restaurant and a $800 purchase at a Starbucks.
The jury had several recommendations for the district including to review all consultant contracts, enforce sanctions for credit card misuse and utilize "best practices" in hiring new staff.
In a statement responding to the jury's report, the district spokesman Paul Rapp said the jury did not consider all the pertinent information or "the many good things" the district has accomplished in the year such as increased ridership and improved transit services.
Rapp said district staff will submit a written response and rebuttal to the findings and recommendations of the jury.
The entire report can be found at www.stocktoncourt.org/grandjury.
McNerney votes against war spending bill
U.S. Rep. Jerry McNerney, D-Pleasanton, who represents Lodi, voted against the funding bill for the wars in Iraq and Afghanistan.
McNerney's spokesman, Andy Stone, said the Congressman "was unwilling to cut another blank check for President Bush."
Stone said McNerney has a son in the U.S. Air Force and would never do anything to imperil U.S. soldiers. However, Stone said, McNerney could not support a bill that had "no restrictions, no benchmarks, no nothing.
"The Congressman is an advocate for a timetable for reducing troops in Iraq," Stone said. "It's the only way to get the Iraqi government to step up and take responsibility and conduct the political reconcilliation that hasn't taken place."
U.S. Rep. Dan Lungren, R-Gold River, who represents Galt, did vote for the bill.
