Retired Lodi Police captain arrested, spends night in jail

A retired Lodi Police captain spent Tuesday night in jail after he was arrested on suspicion of violating an emergency protective order.

Charlie Mauch, who retired in 2002, is accused of repeatedly driving past a woman's house and calling her, even after a judge signed a protective order.

Mauch, 62, spent the night in Lodi's city jail and posted $25,000 bail around 10:30 a.m. Wednesday, police said.

"He was booked into jail, printed and photographed like anybody else," Police Chief Jerry Adams said.

Mauch declined to comment when reached by telephone Wednesday.

Because he had worked for the Lodi Police Department, officials have asked the San Joauqin County District Attorney's Office to investigate the case to avoid a conflict of interest, Adams said. No charges had been filed as of Wednesday afternoon.

Mauch's arrest comes a little more than two years after he filed a claim against the city because Adams had revoked his permit to carry a concealed weapon. Permits are generally automatically given to retired officers, and the chief may grant or revoke them. Mauch had been involved in an unrelated domestic violence case, and Adams revoked his gun permit in June 2003.

Mauch, who works as a private investigator, then filed his claim in January 2004, saying the loss of the permit caused him to lose business oportunities. The City Council rejected the claim, which is a precursor to a lawsuit. Mauch did not sue.

In the new case, Mauch was helping a 46-year-old Lodi woman go through a divorce and then, after a court hearing on Valentine's Day, invited her to dinner, according to a police report by Officer Raul Trevino. Mauch took the woman to a "romantic" restaurant and gave her flowers, which she did not want, the woman told police.

The woman's name was not released because she is considered a domestice violence victim.

According to the report, the woman told Mauch she did not want a relationship. When he told her he had a tumor in his ear and needed her, she reportedly offered to pray for him.

"This was not good enough for Mauch and he commented he would kill himself if she did not help him," Trevino wrote in the report, based on his interview with the woman.

Mauch allegedly began driving by the woman's home repeatedly and calling her, sometimes from a pay phone in order to "trick" her into answering the phone, according to the report.

A judge signed an emergency protection order and Sgt. Lance Hayden served it on Saturday morning.

After the order was served, Mauch allegedly drove by the woman's house at least 20 times, according to the report. She was so afraid that she kept a golf club by her bed but "she did not call police because he was a retired officer in Lodi," the report read.

She ultimately did call police, and officers arrested Mauch without incident on Tuesday.
