Is he really an Indian or not?

About the Indian casino and William Bill's pursuit to get one, it is my understanding Bill is a full-blooded Filipino and has no Indian blood whatsoever.

He was merely adopted into an Indian family from California.

I am wondering how, someone who has no Indian blood can proclaim to be an Indian chief of a tribe that does not exist until the state and federal courts settle the dispute with the Wasson family and the Bureau of Indian Affairs.

How can this Filipino man even understand Indian ways? Could it only be about money and power, or could poor Glen Wasson (who was stabbed to death) known of this bloodline dispute and was coming forward with the information?
